Splitting departments from the government and having them finance themselves is genuinely one of the best ideas I've ever heard. Simple yet brilliant, just let citizens vote with their dollar. A system where we get to decide what percent of our taxes go where could actually help hold the government accountable for what they do with our money. If we don't like what a department is doing we cut funding and that incentivizes them to change. The whole voting certificates thing is super cool too.

The exams for the certificates could be hard but I think even a super easy test could help. There is a lot of stuff \[say\] 95% of the population already knows. If you ask everyone to pick the flag of the country some non-zero % will get the answer wrong. If you also cant name the national language and cant point out our country on a world map then maybe you should trust the rest of us to run the country for you. I'm wondering what the default list of departments should be (and their order) Something like? Generic dep dep of Edu dep of Employment dep of Infrastructure dep of Housing dep of Health dep of Agriculture dep of Justice dep of Finance dep of Economics dep of Defense dep of Climate dep of Migration dep of Foreign affairs
