No, it was based on the competence of ROK government and people, based on true fascism.  
  
If what you say is exclusively true, then how do you explain Vietnam?   How do you explain ROC/KMT losing to CCP in the Chinese Civil War?  
  
U.S. could not stop communism in Vietnam and China, despite her military strength and economic might.  
  
U.S. did stop communism in Korea, but she didn't and couldn't have done it alone, only with support from the fascists in ROK.

Yes, why ROK wants ROKN to become the most powerful navy in the world by 2050, and wants to work on the most advanced AB missile system in the world by 2050, so that ROK could neutralize those ICBMs/SLBMs at the source in their silos, beneath the waves.

Not only that, U.S. has never been exactly trustworthy; U.S. has different agenda than ROK's.   Just because ROK and U.S. had common interest at one time, doesn't mean they had the same motive, and will have the same common interest.  
  
For now, R0K and U.S. has common interest regarding China, but the motives are different.  
  
U.S. also has not been exactly trust worthy.

One reason why U.S. decided not to go through was due to Lee Beom Seok, who wanted to turn ROK into Nazi Korea; Lee most likely would have gotten the support of the public.   It would have been a PR nightmare for U.S. in the Cold war.
