I'm glad you asked and allowed me to clarify this. I'm not a scholar so I'll share this very very short video that explains it better  As for general rule, it's given in Quran 2:193 "Fight against them until there is no more persecution, and your devotion will be to Allah alone. If they stop persecuting you, let there be no hostility except against the aggressors". Muslims aren't allowed to fight or kill peaceful people. Anyone that does, is misusing and twisting the meanings and will be punished in the same manner as if they had unjustifiably killed a Muslim .  May we understand each other better and live in peace 🙏
