Here are a few things to consider regarding the numbers. One thing that has not been brought up that also began around the same time, two actually, that are I think quite significant; first, the War on Proverty, which destroyed the family unit (especially the poor and black families) and the second was the drug culture going public. Both of those events fundamentally changed the fabric of society and that led to among other things, not just a decline in manners, but also, and erosion of morals. A more than significant number of individuals react in a violence first manner. This contributes to a large number of random instances of violence. Random acts of violence are the most difficult to investigate. Additionally, there has been a break down of relations and respect between law enforcement and civilians and most of that is thanks to the actions of politicians.
