Insurance companies are actually really good at this stuff. I hear the exam failure rate can be as high as 50% and a license alone doesn't get you a top job judging situations. You can charge however much you want but it's a competitive market. I hear that high risk stuff is sometimes auctioned. Great for gambling men with deep pockets. Gives them something to look at all day every day. Like risky stocks. (In the private sector) someone with a track record of failure doesn't make a horse to bet on. They just need to fuck off or no deal, put someone else on the project.
