They did it that way because making it comfortable was not an issue for them. I wouldn't know why that is. It could simply be a summer palace. Perhaps more interesting evidence will come along. Perhaps they really did use radium for heating.

maybe they weren't as cold as we perceive them to be. A lot of thermal mass in a massive stone building.
