As far as I know Tesla was removed from the document, and it was clarified that the contract was still in the planning phase under the Biden administration. The State Department later stated that the solicitation for such vehicles was on hold and there were no current plans to issue it, indicating no contract had been awarded to Tesla or any other manufacturer for this purpose.
