I know very little about it but there is a whole area of research for anonymous voting systems. Here is one publication from the top of google. https://chinmaysonar.github.io/Projects/bc-zk-report.pdf This one assumes enough honest participants which doesn't seem good enough. The thread model mentions aggregators that will count the votes. Those will declare the winner. I think (at least in theory) that the blockchain implementation could be extended to sign off on the laws created. That way, if you didn't win the election you cant create laws. You might end up putting the entire government on a block chain. At that point, if it gets hacked you are stuck with it.
