What if some want the laws, while some others don't? ''You could generate an interesting news builtin with all the regulation that will get axed if no one does anything.'' You can bet on the lawyers; the more laws and the more complicated laws are, the more opportunity to make money for them. It's not going to happen.

If some want the laws while others don't we usually go with: the majority gets what they want all of the time. Where people are most generous with other peoples money. You could create a much more sophisticated system, for example have tokens to spend on laws that cost money. Sadly we already have such a system where voters have an extremely limited amount of attention tokens that only barely allow for any new system to find approval. It must therefore be something overly simplistic until the voter is sufficiently conditioned to take their lives into their own hands.

Go for lottery with the odds based proportionally on relative votes. This way, people will get to find out which laws work the best eventually.
