I think you're just skipping steps in social evolution, especially considering the actual population, average IQ, education, schedule habits, time limitation ,information viscosity, etc. The system you propose maybe could work in 2125. Talking about that, did you keep a copy of what you've written? If you want I can re-copy it back here.

Also, I need to say that I see a possible flaw in what you propose. Depends on what you mean by opt-out. Do you refer to natural concepts like moving away, of do you refer to opting-out of social constructs? Because there are social constructs that you don't choose to be part of and that you can't just opt-out without condition.
