If you disagree with the majority of a group you are part of, it is always possible to leave the group, naturally. If you are a partner in a business and you strongly disagree with the other partners, you can always sell your shares. If you strongly disagree with some important decision in your family, you can always divorce or leave your family. If you strongly disagree with the rest of your country, you can always opt out with peaceful separation or in the worst case, violent secession. Leaving a group is always a natural option. It's just not always the optimal option, since nature gives you liberty, but also imposes natural constraints to the choices you freely make.

Many options. One option could be to move to another country. You could gather resources on a ship and go live on international waters. You could create your own state on some unclaimed land. Another option could be to occupy a piece of land currently claimed by a country, peacefully negotiate independence or secede by force. etc...
