Yes it certainly was. They follow the same playbook as Israel. In fact Indian Army hires IDF veterans to train their soldiers how to torture and control Kashmiri muslims. Indian govt has a history of false flag operations throughout the country. But the vast majority treats them as foreign attacks and single handedly blames the Indian muslims and Pakistan for almost everything.
