Absolutely food will be taken from citizens and given to cops/national guard/military. Plenty of examples of armies doing exactly that throughout history.

Not all cops will do that; in fact, most cops, at least in U.S. will not have the stomach to do kind that kind of garbage, maybe some 3rd world banana republic shithole, but even there, a large minority of cops will refuse to do it. Even that is not sustainable; they can only rob and kill so many before they run out of the people to rob and kill. Then what? ''Plenty of examples of armies doing exactly that throughout history.'' In other countries, not in their own backyard, or at least, not in their 'hometown'. In U.S. government will have to fire most decent cops, and hire the scumbags, but even in such a case, they will run out of people to rob/kill, for rations. People will either flee or fight. Everyone will see it, and government will lose all credibility. One or two strong men will start fighting back, and others will be inspired to join; game over for the government. Here, how authority can quickly lose its credibility when it cannot provide what men need to survive.

Maybe for awhile, but I wouldn't put money on that for very long. In my country, cops have to leave their side arm at the precinct when off duty. Handguns are illegal. Does a cop quit and give up his gun to protect his family? With what? We have gun buybacks all the time for new illegalized guns. Does he give up the rations his family needs? I see cop families being moved behind a walled zone, because it means they won't hemorrhage officers leaving to protect their families and property. I'm just saying people's loyalty doesn't extend very far during GOOD times let alone very, very BAD times. "Things change. That was then, this is now. *Right* now." That or some variant will be a common utterance.

It's making a decision based on optimal risk/reward; if the cop does engage in robbery/killing on behalf of the incompetent, evil government, he will be held accountable when that government falls from power. He can quit without compromising himself. If the government falls, (and fall they will), he will be held accountable for those robberies/murder, it may not be just him, but his own family could by lynched by the mob.
