It's making a decision based on optimal risk/reward; if the cop does engage in robbery/killing on behalf of the incompetent, evil government, he will be held accountable when that government falls from power.   He can quit without compromising himself.  
  
If the government falls, (and fall they will), he will be held accountable for those robberies/murder, it may not be just him, but his own family could by lynched by the mob.   Does he really want to risk that?  Most cops are not that stupid.

He can take the chance just like everyone else out there; he can get himself body armor, digital stun grenade, taser, and ballistic shield, meat cleaver, for typical HD needs, they are better than gun.

That is true, and they will be doomed when the government falls from power.  They have a choice, either to go down with evil, incompetent government, or take a chance at overthrowing such a government, and building the better future.
