Before major US immigration legislation of 1952 Immigration and Nationality Act (INA), and the 1965 Hart-Celler Act - social engineering of demographics and culture has already been in the works. Between 1916 and 1970 about six million Black Americans relocated from the South to cities in the North and West, a mass movement known as the Great Migration.
