It's called controlled opposition. I made a pretty big detailed post about his raise to power on this sub, I can link it to you if you'd like. He was always compromised. Even the slander was part of the plan. He wanted people to see him as a hero who was unjustly being attacked for no reason. He wanted to get paid by israel but with no power, comes no paycheck. So he had to show them he had full control.
