Am I right in saying these numbers aren't even actually for people that have or are serving time for murder, so that number would maybe actually be lower still?

Right these are the numbers for the Murders that happen each year and are cleared. So the problem is in-fact compounding, more and more unsolved murders. But Also murders become solved over time so *Eventually* Suspects may be apprehended. Like you are pointing out the True Clearance rate could be even lower nation wide, as also certain states like Texas have extremely high Clearance Rates close to 100%. National USA statistics can be deceiving and state by state statistics are more accurate, but keep in mind all Government Statistics are imperfect.
