I don't think the clearance rate as defined by the FBI requires a conviction. And I think if a PD or law-enforcement authority thinks you 'got away with murder', they are going to try to keep an eye on you. So I doubt you will be getting away with too many sneaky murders after that. It is worth noting that the homicide rate in **1960** was **5** ^(per 100,000)^, but it was **7.9** by **1970** and **10.2** by **1980**. It is interesting that the numbers of **cops go down** and the **murders go up** right after the ***Gulf of Tonkin*** in **1964**. **4.6** in **1963**, but then it just starts **shooting up** from there.
