Ahh, so a dude with no shipping experience or life experience will be elected mayor of such an important place. I'm sure the emperor and free imperial cities will go over well in an implosion type scenario.

Kate Dexter, Mayor Kate Dexter has been a resident of Port Angeles for 12 years. Kate moved to Port Angeles from 2001 to 2003 and moved back again with her family in 2012. Kate grew up in Seattle and has always loved the Northwest. She earned a BA in history and public service at Albion College, Albion, MI, and moved back for graduate school at University of Washington where she earned her Master of Public Administration. When she is not doing council work, Kate is a Program Specialist in the nursing department at Peninsula College. I could build them real fast in an implosion; no federal/state governments, most city governments gone as well. For the one with a fast moving/expanding private army, with economic/political programs based on the truth based on facts, to starving people with no hope, why not?
