You are missinterpreting the law, I get it, they make it complicated and a word salad on purpose to confuse us plebians. But anyways, the criminality of it only applies when filing or lying to the IRS about your income. If it was illegal to not file, for example, you would get in trouble when the government owes you money and you don't file. That is not true, you get three years to file for said money or you don't have any rights to it anymore. Do you know how many americans did not file taxes on the last tax season? 32 million, that's 22% of americans. I doubt they are gonna jail 32 million people. It has been this way for a while now, around 20-25 percent of americans do not file taxes every year. Not filing taxes is not a crime. What that law you showed actually says in full is: What the Law Says (Plain English) "If" you are required by law to: File a tax return, Pay a tax, Keep records, or Supply tax information to the IRS, And you willfully fail to do so, then you can be criminally charged. But there is no if, you are not required by law to do so. Get what I mean by word salad now?

And EVEN if said IF was set in stone, which it is not, Americans have a right to not do any of the aformentioned, but even if it was, that law does not cover forgetting about it or not thinking about it, you could only theoretically be charged IF you willingly said "no, I'm not filing taxes because I don't feel like it and wanna scam the government." And they have no way of proving that.
