We used to have way better systems in place when government was more decentralized. Back when each town was independently run by its residents. We had no police back then. Everything, including government, was way more decentralized. Before modern police forces, law enforcement in the United States and other countries relied on systems like constables, night watchmen, sheriffs, and in some cases, patrols, with citizens often expected to participate in maintaining order.

Early Colonial America:

Constables and Watchmen: In colonial America, constables were the first appointed law enforcement officers, often organizing and supervising the watch (night watchmen).

Night Watch: Major cities like Boston and New Amsterdam (later New York City) organized night watchmen to patrol streets and maintain order.

Sheriffs: Sheriffs were responsible for law enforcement in more rural areas, with duties including apprehending criminals, assisting the justice of the peace, collecting taxes, and supervising elections.

Medieval Europe:

Frankpledge System: In medieval England, the frankpledge system relied on citizens taking responsibility for each other's behavior and ensuring that wrongdoers were brought to justice.

Constables: The office of constable emerged as a local office, subordinate to the sheriff or mayor, responsible for enforcing the law and maintaining public order.

Night Watch: In Medieval Europe, a novel system of law enforcement was created – the night watch, where men from the community took turns patrolling the streets during the night.

Ancient Civilizations:

Ancient Greece and Rome: In ancient Greece and Rome, only people who had been wronged could initiate a legal proceeding against an offender, meaning victims were responsible for apprehending criminals.

Ancient Sumerians, Egyptians, and Babylonians: The earliest civilizations found ways of enforcing laws and maintaining order, with some having police forces, while others relied on religious authorities or the military.   
  
There are different ways of going about it, but no one organization should hold all the power. I say we bring back town militias and give more power to individual towns to do their own thing independent from the government.
