So... That parking lot or company could have lots of people stealing from it or lots of other issues. Most cops just aren't going out and fucking with people. From what I have found. I have had many interactions with police...

I agree but they did figure out his reason for being there and it was plausible and they have his plates. Plus cops could use recent burglaries as an excuse to violate law abing citizens rights, what business hasn't had burgalies or recent break ins?
