The reason, at least what I see, is that we are not talking about morality, we are in moral relativism. That is contradictory to morality because morality is a joined set of virtues. It's like being on a deserted island by yourself, while morality exists somewhere, its not relevant to your situation anymore. You live on the island but don't ever access situations where morality comes up or is questioned. Case in point is pornography. There are so many out there that will argue its moral, which it never will be. Its an argument relative to someone's poor upbringing. It's much harder to become moral on your own than be raised moral. We are not raising moral people, and that is the root of it. A bunch of aimless souls believing porn and pali-genocide is moral.

Porn is just people humping. Humans make a big deal out of sex because it is "taboo". I mean, what else is life supposed to do? Hump. Yes, bad things happen in porn. Bad things happen on every job site also, exploitation happens around the world throughout human history. Laws can be argued in court today. If you pay a lawyer enough, one person could get 1 year plus probation and another 20 years for the same "crime". One persons wrap sheet could say "firing a gun in public" another report says "attempted murder" for the same action but labeled differently by different humans. Life will be interesting in the future, if nothing else.

As this tweet suggests, labeling it moral resources, same idea as moral relativism. Bad things happen doesn't take us very far. At some point, bad things happen, and then morality sets in. What u accurately describe as holes in the system can also be viewed as moral lapses. A good lawyer should not be a good liar.
