Maybe you like to use a super specific definition of bubble, but when assets are falsely raised in price well beyond their true value I don't know what else to call it. The reasons for it are a different thing.

A bubble is when there is over-investment far past the actual value returned. What you're describing is aggressive market domination. Market domination raises the value through natural means, even if it's corruption, it's still demand and it's not going away. The only reason houses would crash is if the entire economy crashed, because houses aren't in a bubble.
