It could be a woodchuck, but I'd put my money on fox. To close to civilization for coyote, and badgers don't live near you. Coyotes also usually burrow under a tree or something like that. Looks like you've had a lot of rain. Foxes stay at there den's year round, so you should see tracks almost every day. If you don't see tracks within 2 days it's likely abandoned.

It just finished raining today, so perhaps I can’t see tracks because they’ve been washed away. Fox is good. We’ll leave the Fox alone as long as the fox stays away from the chickens.

staking your fence into the ground to prevent them getting underneath helps. Also a 6-12inch 3 inch layer deep of crushed stone gravel (the sharp blown up by dynamite kind not river rock) can help from them digging under the fence and getting in.
