Autocephaly in the Orthodox Church means ecclesiastical self-governance. The word comes from the Greek *autos* (“self”) and *kephalē* (“head”), meaning that a Church has its own head, or primate, and governs its internal affairs without being subordinate to another Church’s patriarch or primate.

However, autocephaly, national identity, and political independence are three different things. An autocephalous Church may be closely associated with a particular nation, language, and culture, but national identity alone does not make a Church autocephalous. Likewise, a Church can be associated with a nation without having universally recognized autocephalous status.

The Serbian Orthodox Church, for example, is autocephalous. It governs itself and is not administratively subordinate to the Russian Orthodox Church or the Ecumenical Patriarchate of Constantinople. Nevertheless, it remains part of the wider communion of Orthodox Churches, sharing the same faith and maintaining ecclesiastical relations with other Orthodox Churches.

The Ukrainian situation illustrates why these distinctions matter. The Ukrainian Autocephalous Orthodox Church (UAOC) emerged from the movement for an independent Ukrainian Church and was closely connected to Ukrainian national identity. Its canonical status, however, was not widely recognized by other Orthodox Churches. In 2019, the Ecumenical Patriarchate of Constantinople granted a *tomos of autocephaly* to the Orthodox Church of Ukraine (OCU). Moscow rejected this decision, and the dispute became part of a broader conflict over ecclesiastical jurisdiction, historical authority, and Ukrainian independence. The UAOC and the present-day OCU are historically connected, but they should not be treated as simply interchangeable names for the same Church.

Therefore, describing the Ukrainian Church as explicitly Ukrainian does not, by itself, explain the controversy surrounding its autocephaly. The central issue is not merely whether a Church has a national identity, but who has the canonical authority to grant autocephaly, whether the process is accepted by other Orthodox Churches, and which ecclesiastical authority has jurisdiction over the territory in question.

This is why it is important to distinguish between a Church's national character, its actual self-governance, and the recognition of its canonical status. These questions often overlap in Orthodox history, particularly where religious institutions have been closely connected to national movements, but they are not the same question.
