Although the chapter is very short, nearly every sentence is designed to support the broader claim that Joseon should be treated similarly to a conventional nation-state.

The first line states that international treaties signed by Joseon “shall have the full force and effect of domestic law.” In simple terms, this means that if Joseon enters into an agreement with another state or organization, that agreement automatically becomes part of Joseon’s own legal framework. Many real-world countries follow a similar principle, especially those using what legal scholars call a “monist” approach to international law, where treaties become internally binding without requiring additional legislation. By using this kind of language, Joseon is presenting itself as a government capable of participating in diplomacy and treaty relations just like recognized states do.

This sentence is also important symbolically. Joseon is not merely saying it respects treaties; it is declaring that its legal system is connected to the international legal order. The implication is that Joseon views itself as already existing within the community of sovereign states rather than outside it.
