They are top of the CB evil pyramid scheme, Carney worked there! The Central Bank of Central Banks. The Bank of International Settlements (BIS) formed in 1930 in Basel, Switzerland. The BIS was originally created to manage Germany's World War 1 reparation payments. Even after the annulment of Germany's war payments, the BIS continued. It has become the controller, the top central bank of the central bank pyramid. They are legally and financially hidden from governmental audit. BIS moves untraceable money. They control gold markets, cash markets, interest rates, governments, countries and wars. They have complete immunity.36 This is a dangerous scenario purposely created without our consent. As we were busy working hard, so were they; controlling the financial wealth of nations, even nations we have been at war with. BIS knows no moral/ethical financial boundaries. In their financial world view, all transactions are equal and the cash must continue to flow, no matter how much blood is on it.
