I always considered programs like that to be the modern version of the ruling classes occasionally raiding the countyside to steal the boys to train as soldiers, or pretty girls to be trained as concubines. IOW, GATE is stealing what it considers to be the brightest. I imagine they're brainwashed in some way or another to give them the best chance of being amenable to whatever use they're tasked with at a later date.
