Yep. That seems right so far as I know. Hard to trust the media but the reports have been there for a while that Chinese were cracking down on Yughur cultural practices. However I do know for a fact that Muslims in all other areas of China have freedom of religion. I assume that in the case of Yughurs it's a geopolitical issue more than a religious issue, because it's a big province with a muslim majority population far from the centre, as opposed to a muslim suburb within a city.

I should add, that I personally belive that some human rights excesses do take place in the area, but I'm also sure that these reports are exaggerated for propaganda purposes. I have met a few Chinese Muslims and they feel the same way. I can't say that confirms it to be the truth, but just sharing what I know and believe personally. If the crackdown was as severe as the reports said, there would have been follow on violence and agitation, which hasn't happened, other than a few outlier incidents, which might easily be foreign instigated. I know for a fact that some central Asian and Afghan and Pakistani militants and terrorists tried to create a militant movement in Yughur and I'm pretty sure they were proxy pawns.

Yes geopolitical. They were in Syria, I forgot the village (North East) training with Jolani and other militants for 10 yrs before the overthrow and heard that has wandered back into China.
