More localized power structures and greater divergence of power towards people. For example, my state of Virginia is held captive by a single city, Fairfax; which is a suburb of Washington DC and packed full of non-integrated immigrants. This imbalance of power structure could be resolved by granting Fairfax the right of free city status to govern itself while the rest of the state has its own government. But also you'd want to transfer power out of the state and into local municipalities. Another thing that can be done is to force hierarchal power structure to respect its order of hierarchy. It would be essentially this: Federal Government > State government > county government > municipality government > the people. Each position in the hierarchy should only be allowed to make laws that directly impact its direct subordinate. This means that the Federal Government would not be allowed to pass laws about the people, it would only be able to pass laws that affect itself or how state governments are allowed to operate. The state government would have to pass laws only affecting county operations. Counties could only implement policies that affect its municipalities. And then *only* municipalities could directly impact people's lives, freedoms, and liberties. A further inclusion should be included in this hierarchy between federal and state levels, that separates the country into regional lines of culture and environment, such that you essentially have 3 or 4 "territories" (or whatever you'd call it) within America. So the new hierarchy becomes: Federal Government > Territory government > State government > county government > municipality government > the people It's largely inspired by the Incan empire.
