You're right, where I say race I should say culture, it is closer to what I was thinking, the only reason I said race is because each culture originally comes from a society where the majority is a single race.

Yeah I love the idea behind Cultural Hegemony, not where it came from. And ofcourse the Culture needs to be a good just culture.
