Okay, they can make it rain. Do they know where it will finally rain? I guess they can have predictions about such things but doesn't mother nature do such things as well? Such as dump large amounts of water, cause tornado's, tsunami's and hurricane's? Do you think they planned the Texas flood? I agree, humans can make it rain, I just don't know how much control we as humans have after that as far as where the cloud goes and how much rain it dumps in a certain area. There are lots of factors that impact the weather, I don't know if humans have that much control over such a "large" entity such as the jet stream, humidity, wind speeds, dry Texas ground and so on.
