Gonna have to add the SSS tier for Frank Herbert readers and the Dune series: “All governments suffer a recurring problem: Power attracts pathological personalities. It is not that power corrupts but that it is magnetic to the corruptible.” Ultimately, you cannot vote in a benevolent dictator in a time of crisis- you can only hope that one assumes the reins, and even that benevolence can become tyranny. (This was the entire point of Duke Leto III, but one could see stripes of it in reality with Napoleon and Julius Caesar.) Even still, I have to play devils advocate and argue against total self-governance, because we have seen what happens with direct voting and the fact that all democracies commit suicide. The consequences of California are not for the weak, all corruption aside. In the end, humanity abandoned good governance when it chose a flesh and blood king over an all-knowing God. We've been fucked for a good 4000 years.
