No one is making those people stay there or do the things they are doing. They can do better if they want to. "Product of their environment" Okay? When will someone want to do better or different? Is anyone making those people stay on the reservations? When do people accept responsibility for their actions? Does every factor in a humans life need to be perfect before a human does something? Everyone has excuses.
