The Pocha is implying that this is what the person wants to happen as in her Utopia. Is creating laws "power"? Cops enforce the laws and in general they are far from the 2%. Yes, you can create wealth by building, creating and inventing. Printing ink on paper isn't the only way to gain physical assets. The powerful don't all agree. That is why they all blackmail each other. Having everyone be Machiavelli creates chaos
