Everyone just read the memes, they copy each other and don't actually look further into the actual thing itself. The Havara agreement was an agreement made by Havara, a jewish organization, with the government of Germany that allowed jews to transfer funds, it was an economic agreement, not any sort of resettlement program as jews would have you believe.
