60% of the population in theory should do 60% of all child abuse. Just like 13% of the population should in theory only account for 13% of violent crime. So hopefully you can figure out whata relative rate is.

So you don't know what rhetorical means. but do you understand that if a group of people is overrepresented in any way that would drive down the other groups percentages? It doesn't really change much though cause you still have a lot more of white folks to be scared of. Just for arguments sake, If the population is 100 and 10% are rapist. 60% of that population is white, 20% black, 10% asian, 10% hispanic. If 5.4% of the population are white rapist, you have 5.4 white rapists running around vs. 2.6 black vs 1 asian vs 1 hispanic. that means you still have more white rapists running around.
