Simply put, no. It does reduce deficit spending, but at the same time, it also reduces GDP/spending into the economy, increasing the debt to GDP levels in the interim. This is both good and bad as far borrowing is concerned, but the larger problem is, who will buy the bonds. The market of buyers is reducing, thanks sanction and tariff threats.
