Yeah, they don't have tech to use. They would be using it to get real world experience with it. I don't really care about soldiers or numbers. We can watch videos and see the munitions being used. Russia tries to cross large landmasses with vehicles but they don't have air support. Most if not all armored vehicles in that conflict get blown up quickly because of artillery or small drones. Neither side has air dominance. Russia can't send any jets close to the border because they will be shot down.
