No, U.S. had, and has been claiming for the last several years Russia was about to run out of missiles because they could not produce chips necessary; Russia does have the knowledge to produce chips thanks to ROK. It was a part of trade program between ROK and Russia/Putin; ROK got Russian rocket technology (why ROK has been making rapid progress in missiles lately), and in return, Russia/Putin got chip design/production technology from ROK. Not only that the trade involved S-400 program; Russia/Putin had/has never allowed anyone that much access. ROK is the only country in the world got ahold of S-400 technology; why do you think Putin gave that?
