If the USA fell back while Europe stayed intact, one idea is the EU becoming more unified and acting more like a single state(country). We see a bit of this regarding the Ukraine and Russia war, it appears there is more talk about further unity. In the modern time, lets say 1800AD till now, the world has been led by the Western World, the USA only had a brief lead within that time, let us say since 1945, end of WWII. It hasn't been even 100years and the signs of a real USA decline is showing, it is a real possibility. From my perspective, the EU, although very slow and very weak from the beginning, has become more centralized and the liberal populations of Western EU nations are very open to a real unification. Maybe the last sentence is a bit extreme, but certainly we can agree to the trend at least is heading towards unification, even if it is still a long road. China will not be the leader, although I see why many people would say it is. They have always had a different approach to world domination. For example the time when they sailed around the world with a huge navy not to conquer, but to open diplomatic ties. (my knowledge on this is limited and I admit it is the mainstream view on the event).
