Ahh, I don't know about fear but debt or tax cattle for sure. I just wonder how/why people put up with such a system. How many law enforcement agencies does America need. Its like they keep over lapping one another because none of them do anything. In Savannah, driving around in some areas, you will see county, city and state cops driving around looking for crimes all while there are unsolved violent crimes that have happened. We also have many federal agencies because of the Port we have, 2nd largest on the east coast. Its wild how humans just let the "screwing" continue and as well participate in it. It is difficult for my brain to comprehend such things.

why bother solving crime when you can ticket a non violent, non protesting simp for a made up statutory fine...

I've been arrested before for weed and I was asking the cop the same question. They have unsolved rapes, but someone smoking weed is on their priority list.
