Someday I'd like to re-read the Dumas Malone series on Jefferson, he goes into detail about Jefferson wanting to protect America and her trade interests against the Barbary Pirates and also against the English. The English were impressing (enslaving) American seamen. The barbary pirates were enslaving not only American sailors but were also conducting slave raids on Europe itself
