How do you know that they are actually being deployed? Chinese are very cunning in gaming the metrics to make them look better than they really are; do you remember the ghost cities? Chinese wasted fortune to build these useless ghost cities, not because they needed them, or at least they thought they needed them (that was just an excuse later on when it got exposed for what they really were). The real reason was to create an illusion of economic activities, both visual, and on paper, manipulate people to think they are making gigantic leap and forward. This economic activity about the ghost cities accounted for, at least, 25% of GDP, could have been as high as 50% of GDP if accounting for the opportunity cost lost. No superpower ever built the foundation for their prosperity, based on financial speculation, by building useless cities.
