Not all debts are created equal; some nations actually try to invest in productive assets, some others just want to spend it on more stupid forever wars, which is what U.S. has been doing for several decades.

ROK government is not above corruption, but it is kept there by the electorate, unlike U.S. ''You put your people on a pedestal they don't deserve.'' ROK electorate do deserve the credit for keeping ROK government honest unlike U.S.
