There is no way to PROVE 100% beyond a shadow of a doubt who a user account is on the internet. You could prove who most users are with some ip tracking etc. But smart internet users know how to bypass these collections measures. Someone could even falsify who they are by cloning someone else's IP and other trackable data, then use that to impersonate another user and get them banned. The largest trillion dollar tech companies in the world cannot solve this issue.
