Both. Its innate to us because we were made this way. Islamically there is a thing called the fitra. It is the innate disposition to knowing there is a god and yearning to know him. I think religion is so innate to humans that every culture no matter where at in the world has core religious beliefs and/or a religion. It is said the angels have no free will. They are built to obey god. Animals live entirely on extinct. Humans are special because we are able to reason and we are able to choose to worship god/allah (swt). We aren't forced to. We can live like animals on our own whims and extincts, or we can choose something way more important.
