At first they can but then the bot can be reprogrammed or learn the captcha. If the captcha is dynamic or changes alot it makes it more difficult but not impossible

It used to be possible in the past, but now, consumer-available ML/AI has made significant gains in this back and forth battle.

Your implementation of timed penalties is the best thing I can think of to battle bots.  Perhaps we could crowdsource new ideas for bot prevention countermeasures. I am willing to give up posting/commenting a lot quickly to battle the bots. It also reinforces the message to think and proofread before posting.
