This actually follows a proportional rule in business that is pretty well studied. A company has to rework itself when it gets to 2 employees, then again at 10 employees, then again at 25, then again at 50 and then again at 100 groups of more than 8 people tend to splinter back down into groups of 8 because human small groups just tend to have a maximum or optimum size at which democratic outcomes are simple and easy to achieve. Above that, bureaucracy starts to take hold and bureaucracy, while less democratic, is more efficient at managing the outcomes.
